Following the battle in the Supreme Court to get the State Bank of India to reveal data about electoral bonds in a manner that allowed donors to be matched with the political parties that received them, it is clear that the elephant in the room is black money – or to put it unambiguously, cash.

Electoral bonds, which the Supreme Court struck down as unconstitutional on February 15, were paper instruments that anyone could buy from the State Bank of India and donate to a political party. It allowed donors to make ostensibly anonymous contributions to political parties. However, while parties knew the identity of their donors, the public did not. This, as the court noted, made the scheme vulnerable to quid pro quos.

Even though the government of the day claimed that the scheme would eliminate unaccounted funds from the political system, this did not happen. For instance, Subash Chandra Garg, a former secretary of economic affairs, estimated in a television discussion that electoral bonds did not fund more than more than 10% of the total election-related expenditure. “So, there is an enormous amount of black and other corrupted money which is into the system,” Garg said.

It is clear that India can try any convoluted or complicated scheme, be…

Maharashtra Navnirman Sena chief Raj Thackeray on Tuesday announced that his party will extend “unconditional support” to the state’s ruling Mahayuti alliance in the Lok Sabha elections.

The Mahayuti alliance comprises the Bharatiya Janata Party, the Chief Minister Eknath Shinde-led faction of the Shiv Sena and Deputy Chief Minister Ajit Pawar’s Nationalist Congress Party group.

“The country today needs strong leadership,” Thackeray said at a rally in Mumbai, The Indian Express reported.

He added that his support to the BJP-led alliance was “only to make Narendra Modi the prime minister for another term”. “India is a country of youngsters, who need opportunities,” Thackeray said. “I expect Narendra Modi to concentrate on youngsters. They [youth] are the future. This election will decide the future of this country.”

Thackeray, who broke away from the then undivided Shiv Sena in 2006 to create the Maharashtra Navnirman Sena that year, added that Shinde and Deputy Chief Minister Devendra Fadnavis had been asking him to “come together” for the past year and a half.

“I wanted to know what exactly they mean… that is why I called [Union Home Minister] Amit Shah and went to meet him,” Thackeray said, referring to his meeting with Shah in March.

On April 1, the Supreme Court asked the Election Commission to respond to a petition calling for a complete count of the paper slips generated when votes are cast on electronic voting machines to allay “doubt among the general public as to whether there is a mismatch between the vote cast and the vote recorded”.

The news was buried in the inside pages of most metropolitan newspapers.

And yet by April 4, word had travelled to Suar, a speck of a town of about 30,000 people in Rampur district in western Uttar Pradesh, where Muslim voters told me they saw the court order as validation of their concerns that elections are being rigged in favour of the ruling Bharatiya Janata Party.

“Now even the Supreme Court is saying this,” said Nasir Ali, who sells fruit from a handcart. “Earlier the media was speaking about this in hushed tones. Now, it is speaking openly.”

The next hearing in the matter is scheduled for the third week of April – the same week in which the first day of polling takes place in India’s seven-phase parliamentary elections.

Among the areas voting on April 19 are eight constituencies of western Uttar Pradesh. In six of them, Muslims constitute more than one-third of the…

The Congress on Tuesday criticised the Narendra Modi-led Union government for rising debt, inflation and unemployment, saying that “alarm bells” are ringing in the Indian economy. The Election Commission, meanwhile, directed the Central Board of Direct Taxes to verify any potential mismatch between the actual and declared income of Bharatiya Janata Party’s Thiruvananthapuram candidate Rajeev Chandrasekhar. Chief Election Commissioner Rajiv Kumar was provided with a Z-category security detail.

Here’s a look at today’s top developments:

  • Congress leader Jairam Ramesh asserted on Tuesday that under the leadership of the prime minister, “India has witnessed record levels of unemployment, high inflation, declining real wages, widespread rural distress and dramatic increases in inequality”. Ramesh referenced a report by financial services firm Motilal Oswal, which said India’s household debt levels are reported to have touched an all-time high of 40% of Gross Domestic Product. Ramesh said that this showed the “devastating impact that Mr Modi’s policies have had on Indian households”.

  • Birender Singh, a former Union minister in the Bharatiya Janata…

Union minister Rajeev Chandrasekhar on Saturday said that he will take legal action against Congress MP Shashi Tharoor after the latter accused him of bribing voters with cash.

Chandrasekhar and Tharoor are contesting the Lok Sabha elections from Kerala’s Thiruvananthapuram constituency.

On Saturday, Tharoor claimed in an interview that he had received information from various sources, including “certain important community leaders and parish priests” suggesting that the Bharatiya Janata Party was trying to influence voters with cash, The Hindu reported.

However, the Congress MP expressed doubts whether those who have allegedly received the money will be willing to come forward with evidence. Tharoor also alleged that the BJP could have spent “20, 30 or even 100 times” the amount that the other candidates have spent on campaigning.

Soon after this, Chandrasekhar challenged Tharoor to disclose to whom he gave the money.

“With his baseless allegation, he has also damaged the reputation of religious and community organisations in the [state] capital,” the BJP leader said in a social media post. “Rest assured, I will ensure that this slander is countered using all legal means. It’s disgraceful to see a three-time MP stooping to third-rate politics in his desperation.”

Congress leader Abhishek Singhvi on Saturday moved the Himachal Pradesh High Court challenging the returning officer’s decision to declare the winner of the Rajya Sabha elections in the state in February through a draw of lots, Live Law reported.

On February 28, Singhvi had lost the election to the Upper House to Bharatiya Janata Party candidate Harsh Mahajan. Only one Rajya Sabha seat in the state was up for election.

At that point, the Congress had 40 MLAs in the 68-member Assembly. While the BJP had 25 seats, the remaining three members were independents. The Rajya Sabha election resulted in a tie with both candidates securing 34 votes.

After the tie, the names of Singhvi and Mahajan were written on separate slips and placed into a box, as per Rule 75 of the Conduct of Election Rules, 1961. This was in the presence of the candidates and the polling agents. One slip was randomly drawn from the box.

The slip had Singhvi’s name. Singhvi was then eliminated from the selection process, leading the returning officer to declare Mahajan as the winner. Mahajan was sworn in as a Rajya Sabha MP on April 3.

Singhvi has challenged this decision of the returning officer.

Rule 75 of the Conduct of Election Rules, 1961, deals with the counting of votes where only one seat is…

Bollywood actor and politician Kangana Ranaut has left many social media users bemused after claiming that freedom fighter Subhas Chandra Bose was India’s first prime minister (video above). Ranaut made the remark during a Times Now Summit in New Delhi.

“Clarify me one thing for me, when we got independence, where did India’s first prime minister Netaji Subhas Chandra Bose go?” Ranaut, who is the BJP’s Lok Sabha candidate from Mandi in Himachal Prasad, asked Navika Kumar, the host. When Kumar said Bose was never prime minister of India, Ranaut retorted, “He wasn’t. But why not?”

Ranaut was echoing a line that has been taken by BJP leaders earlier. “Netaji Subhash was the first head of Akhand Bharat, who freed Andaman before 1947 and hoisted the Tricolor,” Prime Minister Narendra Modi said in September 2022, while inaugurating Kartavya Path and unveiling a statue of Bose’s at India Gate, New Delhi. Defence Minister Rajnath Singh made a similar claim in November that year while attending an event at a private university in Greater Noida. “The Azad Hind Sarkar was the first ‘swadeshi’ government of…

West Bengal Governor CV Ananda Bose on Tuesday directed the state government to remove Minister of Education Bratya Basu from the Cabinet for an alleged violation of the Model Code of Conduct ahead of the approaching Lok Sabha polls, reported The Hindu.

The Model Code of Conduct is a set of guidelines issued by the Election Commission that political parties and governments are mandated to follow while campaigning.

Basu is alleged to have violated poll conduct rules by presiding over a “political meeting” at Gour Banga University on March 30. Bose is the chancellor of the university.

“In the light of the political meeting held in Gour Banga University under the leadership and presence of Shri Bratya Basu (Minister of Education) with other Ministers, MPs, MLAs and political leaders on 30th March, 2024, the Chancellor and Governor has directed the State government to take action against the erring Minister who has deliberately violated the election code of conduct,” said a statement issued by Raj Bhavan, the governor’s official residence.

It also said: “Be you ever so high, the law is above you.”

Basu responded to the direction for his removal by accusing the governor of overreaching his powers. “The Indian Constitution clearly states that the recommendation of appointment or removal of any Minister…

The Election Commission on Friday sent a notice to Delhi minister Atishi over an alleged violation of the model code of conduct, days after she claimed that the Bharatiya Janata party had attempted to coerce her into defecting to it.

The poll panel said that being a minister, the voters tend to believe what she says in public, and she should be able to support her claim on a factual basis.

The Aam Aadmi Party leader has been asked to file her response by 12 pm on Monday.

The model code of code is a set of guidelines issued by the poll panel that political parties have to follow while campaigning during elections.

The notice to Atishi was sent on the basis of a complaint filed by the BJP.

On Tuesday, Atishi alleged that she had been approached through a “close aide” to join the BJP or face arrest by the Enforcement Directorate. She claims came after the arrest of Kejriwal by the central law enforcement agency in connection with the Delhi liquor excise policy case.

She had alleged that Prime Minister Narendra Modi has decided to crush the Aam Aadmi Party and arrest all its leaders.

“First they arrested all the senior leaders of the party,” Atishi said. “First Satyendar Jain was arrested, then Manish Sisodia and Sanjay Singh were taken into custody and now…

Thirty-three companies that recorded losses or no profit over a seven-year period donated a total of Rs 581.7 crore through electoral bonds, of which Rs 434.2 crore was encashed by the Bharatiya Janata Party, an analysis by The Hindu and an independent research team has revealed.

In all, the analysis casts suspicions on the sources of funding of at least 45 companies that bought electoral bonds despite recording losses or no profit between the financial years 2016-’17 and 2022-’23. These 45 companies have been organised into four categories: A, B, C and D.

Companies in Category A and B made significant donations through electoral bonds despite the absence of profits. They may be fronts for other firms or could have misreported their profits and losses in an attempt to launder money, the analysis suggests.

The net losses of the 33 companies that donated Rs 576.2 crore – Category A – over a seven-year period stood at over Rs 1 lakh crore, with 16 of them, including Bharti Airtel and Piramal Capital and Housing Finance Limited paying zero or negative direct taxes in aggregate, The Hindu reported.

Another six companies – Category B – donated a total of Rs 646 crore, of which Rs 601 crore was encashed by the BJP. These companies bought electoral bonds worth…

Congress leader Gourav Vallabh on Thursday resigned from the party ahead of the Lok Sabha elections, citing his discomfort with the “directionless way” with which it was moving forward.

Vallabh, who was a party spokesperson, shared his resignation letter on social media and said that he could neither shout “anti-Sanatan slogans” nor “abuse the wealth creators of the country”.

Sanatan or Sanatana Dharma is a term some people use as a synonym for Hinduism.

Vallabh, in his resignation letter addressed to Congress President Mallikarjun Kharge, said that on one hand, the Congress was demanding a caste census and on the other hand, it “seems to oppose the entire Hindu society”.

“This style of working gives a misleading message to the public that the party is a supporter of a particular religion only,” he said in the letter. “This is against the basic principles of Congress.”

Last year, the Congress had fielded…

The Congress on Wednesday expelled senior party leader Sanjay Nirupam for a period of six years citing indiscipline and for making statements against the party.

The action against the former MP came days after his statements against the Congress leadership amid seat-sharing negotiations with the Uddhav Thackeray-led faction of the Shiv Sena. Both parties are part of the Opposition Maha Vikas Aaghadi alliance in Maharashtra.

Nirupam had expressed his disappointment about Amol Kirtikar of the Shiv Sena (UBT) being named the alliance’s candidate for the Mumbai North West Lok Sabha constituency, a seat he wanted to contest. Nirupam had represented the Mumbai North Lok Sabha constituency from 2009 to 2014.

The party had dropped Nirupam from the list of star campaigners earlier.

On Thursday morning, Nirupam claimed in a social media post that the Congress had issued his expulsion order after he emailed his resignation letter to party chief Mallikarjun Kharge. He shared a screenshot of his email, which said that he chose “to resign from the primary membership of the All India Congress Committee”.

On Wednesday, hours before the party issued expulsion orders against him, he hinted at quitting the Congress saying that the “party should not waste much energy and stationery for me”.

He said that the time of one week he had given to the party to explain its…

The Congress on Tuesday released a new list of 17 candidates from Andhra Pradesh, Odisha, Bihar and West Bengal for the upcoming Lok Sabha elections.

The party has fielded YS Sharmila, the sister of YSR Congress Party founder and Andhra Pradesh Chief Minister YS Jagan Mohan Reddy, from the state’s Kadapa constituency.

The seat is currently represented by Sharmila’s cousin Avinash Reddy from the YSR Congress Party.

On January 4, Sharmila joined the Congress and merged her outfit, the YSR Telangana Party, with the party. Subsequently, she was appointed chief of the party’s Andhra Pradesh unit.

Sharmila launched the YSR Telangana Party in June 2021 on the birth anniversary of her father and former Andhra Pradesh Chief Minister YS Rajasekhara Reddy. In November, the YSR Telangana Party announced unconditional support to the Congress for the state polls.

On Tuesday, the Congress also released two other lists, containing the names of 114 candidates for the Andhra Pradesh Legislative Assembly elections and 49 names for Assembly polls in Odisha.

The Lok Sabha elections will be held in seven phases from April 19 to June 1. The results will be announced on June 4.

The Supreme Court on Tuesday granted bail to Aam Aadmi Party MP Sanjay Singh in the Delhi liquor policy case, reported Bar and Bench.

A bench of Justices Sanjiv Khanna, Dipankar Datta and Prasanna B Varale ordered that Singh be released on bail while the trial is pending. This came after the Enforcement Directorate said the Aam Aadmi Party leader’s custody was no longer required.

The central agency, which is investigating the money-laundering allegations linked to the case, had alleged that Singh played a key role in formulating and implementing the policy.

Singh was arrested on October 4 after the Enforcement Directorate conducted searches at his home.

On December 22, a trial court rejected Singh’ application for bail. The Delhi High Court also refused to grant bail to the Aam Aadmi Party leader on February 7, after which he moved the top court.

On Tuesday, Senior Advocate Abhishek Manu Singhvi, representing Singh, said that the Aam Aadmi Party leader had not been initially named in the case.

Singhvi told the court that Singh was arrested on the allegations that Rs 1 crore had been given to an individual linked to the Aam Aadmi Party leader by businessman Dinesh Arora, the accused-turned-approver in the case.

The court observed that Arora had not implicated Singh in his initial statements, according to Bar and Bench.

The additional solicitor-general told the court…

The Bharatiya Janata Party’s MP representing the Muzaffarpur constituency in Bihar, Ajay Nishad, switched sides to join the Congress on Tuesday.

In a social media post addressed to BJP president JP Nadda, Nishad said he was “shocked by the betrayal” of the Hindutva party and resigned as its primary member. On March 24, the BJP replaced Ajay Nishad with Rajbhushan Nishad as its candidate from Muzaffarnagar.

Shortly after announcing his resignation, Nishad was inducted into the Congress at an event in New Delhi.

Nishad has won the Muzaffarpur seat on a BJP ticket twice, in 2014 and 2019. His father, Jai Narayan Prasad Nishad, had represented the constituency four times before the 2014 elections.

Nishad is the third sitting BJP MP to have defected to the Congress in less than a month. On March 10, Hisar MP Brijendra Singh resigned from the BJP and shifted to Congress. On…

The Communist Party of India has been served a notice by the Income Tax Department for procedural violations after two of its state units were found to be using old Permanent Account Number, or PAN, cards to file their income tax returns, ANI reported on Saturday citing the party’s general secretary D Raja.

Raja did not, however, specify the dates on which the notices were received by his party.

On being asked if the party has received any notices regarding a tax demand, Raja said that they had not received such a notice from the Income Tax Department.

Media reports on Friday suggested that the Communist Party of India had been asked to pay dues worth Rs 11 crore for the PAN card violation.

Raja’s confirmation of the notice to the Communist Party of India comes a day after the Income Tax Department served a fresh notice of Rs 1,823 crore to the Congress a day after the Delhi High Court rejected the party’s petitions challenging the tax reassessment proceedings for the financial years 2017-’18 to 2020-’21.

On Saturday, Congress leader Jairam Ramesh claimed that the party received two more notices on Friday night, reported The Times of India, though their contents were not specified.
